Aileen Lyon

Aileen Lyon is an international social and institutional development specialist who brings creative solutions to her clients through an inclusive and energized process of problem solving. She has worked for over 15 years in East Africa.

As a founding director of Delta Partnership, her consultancy assignments have included; ongoing work to support civil society involvement in the Balkans Safety, Security and Access to Justice Programme; the evaluation of a DFID-funded pro-poor project in China; institutional assessment of NGOs in Kenya; and, the provision of social development inputs on a programme to upgrade the provision of public services in Bulgaria.

Her past experience includes being the Country Director of a major NGO in Kenya and a social development employee of GHK, where she focused on social inclusion, gender and integrated project management assignments in Asia and Eastern Europe. Aileen has also taught and consulted widely in Tanzania, working with the co-operative sector, with local AIDS researchers and on women’s development projects.

A skilled facilitator, she uses a range of techniques to increase involvement of teams, to analyse lessons learned, process ideas, agree solutions and to address challenges in an honest and constructive manner. She has worked with groups of senior civil servants, civil society leaders, senior advisors and programme managers in different organisations and countries. She is proficient in facilitating change in dynamic environments, with diverse teams and through all stages of programming, from design and logframes, through implementation to evaluations.

She continually works on a wide-range of assignments including a scoping study for an innovative education and accountability programme in Kenya, supporting civil society involvement in demanding accountability in Tanzania and analysing performance in governance programmes for Sida. Recently she completed a series of assignments including delivering Results Based Management coaching, tackling corruption in Tanzania and development of global and regional strategies for the United Nations Campaign on the Millennium Development Goals.

Aileen has a Masters Degree in Social Policy and Planning from LSE and has qualified as a member of the Chartered Institute of Management Accountants. She speaks English, Swahili and French.
