The UN Joint Programme for Local Governance (JPLG) and participating UN agencies provide extensive support to a series of central Government institutions and district government units in three zones and are currently providing support to strengthening of local government institutions and service delivery in 10 districts in Somaliland and Puntland. Delta will be engaged in the capacity development of two government ministries and 4 district local authorities in the areas of work planning, reporting, human resources and office management, in Puntland.

Road Map for the Role of the Southern Sudan Reconstruction and Development Fund
Delta worked to set out how the mandate of the Southern Sudan Reconstruction and Development Fund (SSRDF) relates to the management of the Multi-Donor Trust Fund (MDTF) and to other forms of donor funding dedicated to reconstruction, and how it should be better operationalized. The report made several key recommendations that were considered and taken forward by the Joint Donor Team. It was recommended that the future direction of the SSRDF should be focused in the areas of technical advice and strategic direction, complemented with some other key strategic functions.
Organisational Review for Hope for the African Children Initiative (HACI), Kenya, Ghana, Malawi, Ethiopia
HACI is a unique pan-African partnership created to address the challenges faced by millions of African children who have either been orphaned by AIDS or live with parents who are sick or dying from AIDS-related illnesses. The partnership between six international NGOs brings together their skills, experience and capacity to promote prevention, care and support for those affected. (more…)
Strengthening the Performance of Semi-Autonomous Agencies and Statutory Bodies, Guyana
There are over 60 semi-autonomous government agencies and statutory bodies in Guyana. The heads of these ‘agencies’ report to various government ministers covering portfolios for justice, health, housing, land, environment, transport, finance and others. The strengthening of agencies project is part of the wider Public Management Modernisation Programme (PMMP) and ran until the end of 2008. (more…)
Develop and Implement a Performance Management System for the CARICOM Secretariat, Guyana
The purpose of this project was to develop and implement a Performance Management System for the CARICOM Secretariat. The system was designed to link measurement of individual performance to employee development and compensation; to provide for the measurement of team or group performance; as well as be aligned with the measurement of the achievement of the Secretariat’s overall strategic objectives. Accountability in Tanzania (AcT)
The Accountability in Tanzania (AcT) is a DFID programme that seeks to empower and assist a wide range of civil society organizations to work with duty bearers to improve responsiveness of government policies and service to the needs of the poor. A vibrant and strong civil society is a pre-requisite for improved accountability and a means to ensure effective utilisation or resources and therefore attainment of development gains, including MDGs. Public Service Reform Strategy for the Office of the President, Kenya
Delta supported the development of the Public Service Reform Strategy in 2007. The Strategy included reform in the areas of human resource development, information and communication, management and improving public services. The last aspect involved putting the citizen at the centre of service delivery; mainstreaming issues addressed HIV/ AIDS, good governance, gender equity and addressing the needs of marginalised groups.
