Mid Term Review and Final Evaluation: Strengthening Human Resource Development in Southern Parliaments
The Westminster Consortium (TWC) is implementing Strengthening Human Resource Development in Southern Parliaments (SHRDSP), a five year, £5m, programme funded by Department for International Development’s Governance and Transparency Fund. The programme aims to strengthen the capacity of six programme parliaments to fulfil their mandates more effectively by developing sustainable models of professional development for staff and members. (more…)
Conference to Improve the Impact of Development Research through better Research Communications and Uptake
The communication and uptake of research is complicated, and there is no clear formula, though it is clear is that routes to impact need to be improved. Without a greater focus on getting research into use, that potential for improving lives through research and innovation will not be fully realised. Research funders have a role to play in encouraging maximum impact from the research they fund, including its influence on their own policies and programming. This is particularly important as funding gets tighter.
This conference was held in London in 2010 and was funded by the Department for International Development (DfID), the Australian Agency for International Development (AusAID), and the UK Collaborative on Development Sciences (UKCDS). (more…)
Support to the Development of Science and Evidence Strategies for the Health and Safety Executive (HSE)
Delta consultants facilitated a series of workshops to improve the functional engagement of a wide range of stakeholders in scoping the evidence base. For the Health & Safety Executive (HSE) Delta piloted an evidence mapping process in three core areas, before stepping back and providing light-touch support to Departmental staff to run their own workshops. This ensured that evidence needs were clearly scoped in relation to the business goals of the HSE, with the overall aim of increasing the efficiency with which it will procure its evidence in future.
Improving the Alignment of Research Council-funded Research with Policy needs for England’s Natural Environment
This project had 2 distinct parts: the first part involved the review of the research landscape, and the second part analysed the degree of alignment between policy goals directed towards achieving the UK’s Public Service Agreement relating to the natural environment. (more…)
Review of the Production of River Basin Management Plans
Delta conducted an independent review of the creation of the first River Basin Management Plans (RBMPs) for the Environment Agency in England and Wales in order to inform their implementation and future revision for cycles 2 and 3. The review focused on the ‘plan creation’ stage of cycle 1 which started in April 2006 and included establishing monitoring programmes, classification and objective setting, measures identification and appraisal, and production of the RBMPs. The review covered aspects of organisation and leadership workload, quality of work and communications.
Organisation and Management Review of the International Trade Centre (ITC), Switzerland
The International Trade Centre has approximately 300 staff, including many experts in international trade. ITC’s particular focus is to provide technical assistance to low and middle income countries on developing their international trade. The task of the consultants was to assess ITC’s current structure and work processes in the light of the newly introduced Consolidated Programme for Development, and of the recommendations made by the ITC evaluation undertaken in 2005-6.
Waste Minimisation and Recycling Fund Monitoring and Evaluation system
Delta Partnership was contracted by the Department for environment, food, and rural affairs (DEFRA) to help strengthen systems for the monitoring and evaluation (M&E) of the Waste Minimisation and Recycling Fund (WMRF). The WMRF has spent £140m and has supported over 250 waste projects in local authorities (LAs) all over England during the financial years 2002/03 and 2003/04. The aims of this consultancy work was to provide a system to ensure that projects are effectively supported, reasons for project successes are identified, good practice disseminated and lessons are learned for improving future waste management policy and resource allocation decisions.
Governance and Transparency Fund (GTF)
The UK Department for International Development (DFID) has designed the Governance and Transparency Fund (£120 million) to enhance the capacity of a wide range of civil society and other groups to call for transparent, accountable and equitable access to decision making processes and government services. KPMG (the fund manager) and partners are responsible for the technical appraisal, performance assessment and all day to day administration of the Fund.
