The aim of this programme is to strengthen the ability of the Government of Tanzania institutions to fulfil their mandate in matters related to investigating and prosecuting grand corruption. Delta Partnership is working with the partners involved in this programme to improve programme effectiveness through streamlining objectives and planning and reporting systems.
Supporting the Coordination of Non-State Actors in Social Protection, Kenya
The Government of Kenya through the Ministry of Gender, Children and Social Development (MoGCSD) finalised a draft national policy for Social Protection. The process involved a broad range of stakeholders to develop the draft which is now awaiting discussion in Cabinet. Despite the participation of various stakeholders, there has not been broad buy-in towards acceptability of the contents of this Draft particularly in terms of its vision and institutional framework necessary to operationalise the Policy. To ensure a holistic response to delivery and demand, there is need to broaden participation, collaboration and coordination amongst stakeholders who are key to the success of SP through a strengthened Platform. Support to the Gender Equality Programme in Kenya
Delta Partnership recently gave strategic support to the Royal Danish Embassy to improve their impact in gender equality in Kenya. This involved the analysis of all current programmes and providing specific suggestions for improvement on gender impact. This was underpinned by an analysis of the strategic principles of good practice. Â Case studies of lessons learnt were developed to improve coordination within the Danish Embassy.

BUSINESS CASE DEVELOPMENT IN SOMALIA
Conflict and insecurity present significant challenges to delivering aid, working with local partners, and the monitoring and evaluation of results. Validating results and conducting risk management actions are difficult but necessary for DFID and the international community as a whole to ensure aid is spent and delivered in the most effective manner; as such DFID needs a better assessment and analysis of the humanitarian situation and the priority of humanitarian needs. Planning workshops to develop Medium Term Sector Strategies, for SPARC Nigeria
The DFID-funded SPARC project in Nigeria is a large, multi-state project to promote accountability, responsiveness and capacity at State Government level. Delta consultants were asked to design and help facilitate a series of 16 workshops to improve Medium Term Sector Strategies across all sectors in Kano State. Each workshop involved senior civil servants from the relevant MDA (Ministry, Department or Agency), the budget team from the Ministry of Planning and Budget, and other relevant stakeholders. Over a three day period, participants realigned sectoral policy priorities to deliver against the Kano State Roadmap for Development, and developed detailed budget spreadsheets which reflected these priorities. Delta policymaking specialists worked alongside Nigerian sector specialists to facilitate the workshops.  (more…)

Scoping study on Education and Governance in Kenya
CIDA would like to design a five – seven year education and accountability support programme in Kenya which is responsive to the new constitution, and will support quality and equitable education. This will aim to improve governance and accountability issues in the education sector in the country.
Delta is performing a scoping study to appraise and define what the elements of quality and equitable education delivery in Kenya would be, to meet the standards of the new constitution in Kenya and the UN/internationally accepted quality standards of education.

Mid-term review for Public Policy Information Monitoring and Advocacy (PPIMA), Rwanda
Norwegian  People’s  Aid  is  currently  implementing  the  innovative  Public  Policy  Information Monitoring  &  Advocacy  (PPIMA)  project  in  Rwanda  with  funding  from  SIDA,  DFID  and  CARE. The PPIMA project is a civil society support project aimed at promoting an active interest among Rwandan Civil society organizations and citizens in public policy affairs and helping them to self-organize and acquire the skills they need to engage effectively in national and local level processes of policy formulation and implementation to ensure that policies work to deliver improved services, especially for poor Rwandans. Midterm Review of the CIDA’s Democratic Governance Fund in Kenya
Delta Partnership has recently conducted a mid term evaluation of the Democratic Governance Fund which is funded by the Canadian International Development Agency (CIDA) to assess the extent to which it has progressed against intended results. In addition, Delta assessed the relevance and responsiveness of existing programmes and tools of engagement with selected partners. (more…)
