Establishment of a Knowledge Management and Communication Centre for HIV/AIDS in Uganda

The establishment of the KMCC is one of four components of the DFID funded HIV/AIDS prevention programme in Uganda.

The Centre will be a multi-disciplinary hub that will collate, synthesise, analyse and communicate research and other knowledge to inform evidence-based policy and practice and thereby contribute to reduced annual HIV infections. Delta Partnership and their consortium partners, Scriptoria and HIV/AIDS Alliance are working over the next 3 years to implement the following:

  • Systematically storing and archiving in coherent form that is easily accessible to national stakeholders data pertaining to the HIV epidemic in Uganda;
  • Systematically synthesising, analysing and publishing in appropriate form for uptake by stakeholders the available evidence on the HIV epidemic and national response;
  • Effectively disseminating and communicating to a wide range of stakeholders the evidence and lessons learned from scientific as well as action and participatory research on the HIV epidemic;
  • Inform emerging policy and practice with evidence and lessons learned from research on the HIV epidemic and response;
  • Improving the capacity for knowledge management  that national stakeholders have;
  • Effectively disseminating lessons as they emerge and informing policy and practice from the impact evaluation of DFID supported HIV prevention work in the 6 pilot districts.

The KMCC will be an interactive and responsive centre that supports the overall national response to HIV/AIDS in Uganda in a creative and dynamic manner. Our website will be a key source of information on the national knowledge base and for KMCC progress.

HIV/AIDS research communication visioning retreat, February 2012

Last week Delta Partnership hosted a 2-day retreat in Uganda as part of the establishment of a Knowledge Management and Communication Centre (KMCC) for HIV/AIDS. The centre aims to rigorously analyse and synthesise the extensive body of research that exists in Uganda on HIV/AIDS, make it available to the public, and effectively communicate the key messages through innovative communication strategies and campaigns.

The retreat was attended by key stakeholders in the HIV/AIDS sector in Uganda, such as the Uganda AIDS Commission, Makerere University, and the Infection Disease Institute. The retreat offered a great chance for all to discuss their visions, ideas, hopes and expectations for the centre and will help shape the agenda and vision.

We are enthusiastic about getting people involved in this centre; we are seeking information and data from researchers, research bodies and organisations. We will also be setting up a secondment programme so to encourage 2-way learning from the centre.

Support to the Development of Science and Evidence Strategies for the Health and Safety Executive (HSE)

Delta consultants facilitated a series of workshops to improve the functional engagement of a wide range of stakeholders in scoping the evidence base.  For the Health & Safety Executive  (HSE) Delta piloted an evidence mapping process in three core areas, before stepping back and providing light-touch support to Departmental staff to run their own workshops.  This ensured that evidence needs were clearly scoped in relation to the business goals of the HSE, with the overall aim of increasing the efficiency with which it will procure its evidence in future.


Organisational Review for Hope for the African Children Initiative (HACI), Kenya, Ghana, Malawi, Ethiopia

HACI is a unique pan-African partnership created to address the challenges faced by millions of African children who have either been orphaned by AIDS or live with parents who are sick or dying from AIDS-related illnesses. The partnership between six international NGOs brings together their skills, experience and capacity to promote prevention, care and support for those affected. (more…)


Organisation and Management review of Coordinating Unit for the Pan Caribbean Partnership for HIV/AIDS (PANCAP), Caribbean

Delta Partnership supported the PANCAP Coordinating Unit (PCU) between 2007 and 2008 to define the most appropriate, effective and efficient organisational structure and management arrangements; to transfer the requisite administrative and financial management skills to key staff members; and to develop stronger systems for the harmonisation of regional HIV/AIDS projects and programmes. Global Fund (Malaria and Tuberculosis), Rwanda

The Principal Recipient under the Global Fund Programme in Rwanda is the Ministere de la Sante under the Minister of State for HIV/AIDS and Other Epidemics. For the purposes of the Global Fund Programme, the Ministry has set up a Project Management Unit (PMU) based in the offices of the National Malaria Control Programme. The institutional and programmatic arrangements were in a state of transition, with responsibilities merging into one PMU with inputs from the specialist centres for malaria, TB and HIV. Delta reviewed the institutional and programmatic arrangements for the Global Fund Malaria Programme. Issues arising were reported on and recommendations for action made.


Improving the evidence base for Macmillan, UK

Macmillan Cancer Care is keen to improve its use of evidence in the provision of cancer care services. Delta is facilitating a series of strategy and evidence workshops to support the work in Macmillan headquarters and in its regional offices.


Strengthening of financial and administration systems for the International Centre for Technical Cooperation (ICTC) in HIV/AIDS initiatives, Brazil

The ICTC is the first international HIV/AIDS centre with the objective of supporting the transfer of knowledge and know-how between countries in the South. It is based in Brasilia, but supports initiatives all over Latin America and, increasingly, to other parts of the world. These initiatives include advice on needs assessments for national HIV/AIDS strategies, support to the training of medical practitioners in the use of anti-retroviral drugs, advice on the links between human rights policies and HIV/AIDS policies and many other types of project.
