Last year Delta decided it wanted formal recognition for it’s excellent management systems and decided to work towards obtaining their ISO 9001 accreditation. We were aware of the growing importance that our client’s were placing on internal management and wanted to give our assurance that they are in safe hands! We were delighted to be certified by the British Assessment Bureau in January 2012.

The adherence to Delta’s established quality system is mandatory and all company personnel have a responsibility and obligation to it; this includes full-time Delta Partnership employees and Delta associates. To ensure Delta maintains its awareness for continuous improvement, the quality system is regularly reviewed and is subject to annual audit.

Our quality assurance processes include:

  • ensuring that work plans are agreed with our clients at the start of all assignments and periodically reviewed throughout the assignment to ensure we are continually working to the required expectations;
  • arranging inception meetings with all team members and the Delta director team lead;
  • providing all of our consultants with a formal guide to the expected quality standards that Delta wishes to maintain;
  • ensuring that the client receives regular assignment updates, communicated in a way that is beneficial and convenient for them;
  • seeking feedback from our clients at regular intervals throughout the assignment to ensure that we are meeting their expectations. Again, this will be done in a way that is convenient for them;
  • committing a director of Delta to the review and final edit of all documents that are submitted to the client;
  • ensuring there is a named project director assigned to each assignment. The project director will liaise directly with the client and will have ultimate responsibility for client satisfaction;
  • providing feedback forms to the client and to team members at the end of all assignments;
  • maintaining a constant commitment to learn lessons and to improving the work that we do.

Civil Service efficiency review for the Government of Anguilla

The objective of this DFID funded review is to provide technical advice to the Department of Public Administration (DPA) on the design and execution of a civil service efficiency review. Key tasks include developing a sound methodology for the civil service efficiency review, overseeing two pilot inspections and recommend any adjustments to the methodology; assisting in building the capacity of DPA to implement the civil service efficiency review methodology and to agree a workplan for completion of the full civil service efficiency review. In addition Delta conducted the design and trial application of a robust methodology for evaluating the efficiency and effectiveness of departments which:

  • DPA has shown itself capable of applying in practice;
  • improves the function of Anguilla’s civil service to provide greater value for money;
  • produces recommendations which can be understood by departments and staff and are capable of being implemented in practice; and
  • is suitable for roll-out across all departments.

The main achievements to date have been:

  • Developing a methodology for reviewing overarching efficiency / effectiveness of the civil service;
  • Training and guiding 22 civil servants in the review process, supported by a handbook;
  • Performing analysis of the performance of 7 portfolio clusters of departments;
  • Proposing 53 recommendations across the civil service for improving efficiency / effectiveness and analysing support, indicative benefits, potential post savings and potential cost savings of each;
  • Assessing options for the best way forward to achieve optimal results.

Administration Training for Government Ministries and District units, Somalia

The UN Joint Programme for Local Governance (JPLG) and participating UN agencies provide extensive support to a series of central Government institutions and district government units in three zones and are currently providing support to strengthening of local government institutions and service delivery in 10 districts in Somaliland and Puntland. Delta will be engaged in the capacity development of two government ministries and 4 district local authorities in the areas of work planning, reporting, human resources and office management, in Puntland.

Mid-term review for Public Policy Information Monitoring and Advocacy (PPIMA), Rwanda

Norwegian  People’s  Aid  is  currently  implementing  the  innovative  Public  Policy  Information Monitoring  &  Advocacy  (PPIMA)  project  in  Rwanda  with  funding  from  SIDA,  DFID  and  CARE. The PPIMA project is a civil society support project aimed at promoting an active interest among Rwandan Civil society organizations and citizens in public policy affairs and helping them to self-organize and acquire the skills they need to engage effectively in national and local level processes of policy formulation and implementation to ensure that policies work to deliver improved services, especially for poor Rwandans. Review of UNRWA’s Management of the Relief & Social Services Programme for Palestinian Refugees

Mid Term Review and Final Evaluation: Strengthening Human Resource Development in Southern Parliaments

The Westminster Consortium (TWC) is implementing Strengthening Human Resource Development in Southern Parliaments (SHRDSP), a five year, £5m, programme funded by Department for International Development’s Governance and Transparency Fund.  The programme aims to strengthen the capacity of six programme parliaments to fulfil their mandates more effectively by developing sustainable models of professional development for staff and members.  (more…)


Midterm Review of the CIDA’s Democratic Governance Fund in Kenya

Delta Partnership has recently conducted a mid term evaluation of the Democratic Governance Fund which is funded by the Canadian International Development Agency (CIDA) to assess the extent to which it has progressed against intended results. In addition, Delta assessed the relevance and responsiveness of existing programmes and tools of engagement with selected partners. (more…)


Fast-track support to East African Integration for the Government of Tanzania

TradeMark East Africa (TMEA) is a not-for-profit organisation which seeks greater regional integration and trade competitiveness in East Africa, working with government, non-governmental and business organisations. TMEA’s support is aligned with regional and national priorities, ensuring that there is strong ownership and participation in projects and programmes.

Building on earlier work across the EAC Delta Partnership is leading a team providing support to the Ministry of EAC affairs and the Government of Tanzania to strategise and implement the National programme for integration, the Ministerial Strategy and the allied communications plan. The areas of focus were both internal and internal. The internal elements looked at the planning for, and monitoring of progress, together with the capacity of staff to deliver. The external focused on facilitating the formulation of Tanzania’s policy on regional integration, incorporating regional integration into the strategies and plans of relevant Ministries, Departments and Agencies (MDAs) across government and a communications plan and products to ensure stakeholders are aware and informed about integration and the role of MEAC.
