Delta Partnership has developed a set of short briefing notes that communicate our expertise and knowledge in three core Delta service areas: Civil Service Reviews; Evidence Audits;  and Mid-term reviews and evaluations.
Mid-term reviews and evaluations Delta has been conducting reviews and evaluations since its inception in 2000 and is a core service that Delta offers. In 2011 we have conducted a Parliamentary review for the Westminster foundation for Democracy, a mid-term review for the public policy information monitoring and advocacy project in Rwanda for the Norwegian People’s Aid, and an evaluation of SIDA’s democracy and  human rights policy in Kenya.
Civil service reviews Director Mike Thomson has extensive experience of conducting public sector reviews across. Evidence audits Louise Shaxson’s knowledge and expertise in the field of evidence based policy making led her to develop an ‘evidence audit’ service. Civil Service efficiency review for the Government of Anguilla
The objective of this DFID funded review is to provide technical advice to the Department of Public Administration (DPA) on the design and execution of a civil service efficiency review. Key tasks include developing a sound methodology for the civil service efficiency review, overseeing two pilot inspections and recommend any adjustments to the methodology; assisting in building the capacity of DPA to implement the civil service efficiency review methodology and to agree a workplan for completion of the full civil service efficiency review. In addition Delta conducted the design and trial application of a robust methodology for evaluating the efficiency and effectiveness of departments which:
- DPA has shown itself capable of applying in practice;
- improves the function of Anguilla’s civil service to provide greater value for money;
- produces recommendations which can be understood by departments and staff and are capable of being implemented in practice; and
- is suitable for roll-out across all departments.
The main achievements to date have been:
- Developing a methodology for reviewing overarching efficiency / effectiveness of the civil service;
- Training and guiding 22 civil servants in the review process, supported by a handbook;
- Performing analysis of the performance of 7 portfolio clusters of departments;
- Proposing 53 recommendations across the civil service for improving efficiency / effectiveness and analysing support, indicative benefits, potential post savings and potential cost savings of each;
- Assessing options for the best way forward to achieve optimal results.
Planning workshops to develop Medium Term Sector Strategies, for SPARC Nigeria
The DFID-funded SPARC project in Nigeria is a large, multi-state project to promote accountability, responsiveness and capacity at State Government level. Delta consultants were asked to design and help facilitate a series of 16 workshops to improve Medium Term Sector Strategies across all sectors in Kano State. Each workshop involved senior civil servants from the relevant MDA (Ministry, Department or Agency), the budget team from the Ministry of Planning and Budget, and other relevant stakeholders. Over a three day period, participants realigned sectoral policy priorities to deliver against the Kano State Roadmap for Development, and developed detailed budget spreadsheets which reflected these priorities. Delta policymaking specialists worked alongside Nigerian sector specialists to facilitate the workshops.  (more…)

Review of UNRWA’s Management of the Relief & Social Services Programme for Palestinian Refugees
Delta provided the Lead Organisational Development expert for a major review of UNRWA’s management of the RSS programme – and in particular its OD strategy for Head Offices, Country Offices, Field Offices, Refugee Camps, management systems and processes throughout Jordan, Syria, Lebanon, West Bank and Gaza. Fast-track support to East African Integration for the Government of Tanzania
TradeMark East Africa (TMEA) is a not-for-profit organisation which seeks greater regional integration and trade competitiveness in East Africa, working with government, non-governmental and business organisations. TMEA’s support is aligned with regional and national priorities, ensuring that there is strong ownership and participation in projects and programmes.
Building on earlier work across the EAC Delta Partnership is leading a team providing support to the Ministry of EAC affairs and the Government of Tanzania to strategise and implement the National programme for integration, the Ministerial Strategy and the allied communications plan. The areas of focus were both internal and internal. The internal elements looked at the planning for, and monitoring of progress, together with the capacity of staff to deliver. The external focused on facilitating the formulation of Tanzania’s policy on regional integration, incorporating regional integration into the strategies and plans of relevant Ministries, Departments and Agencies (MDAs) across government and a communications plan and products to ensure stakeholders are aware and informed about integration and the role of MEAC. Road Map for the Role of the Southern Sudan Reconstruction and Development Fund
Delta worked to set out how the mandate of the Southern Sudan Reconstruction and Development Fund (SSRDF) relates to the management of the Multi-Donor Trust Fund (MDTF) and to other forms of donor funding dedicated to reconstruction, and how it should be better operationalized. The report made several key recommendations that were considered and taken forward by the Joint Donor Team. It was recommended that the future direction of the SSRDF should be focused in the areas of technical advice and strategic direction, complemented with some other key strategic functions.
Development of a Draft Decentralisation Policy in Jamaica
The Delta Partnership team worked to develop a draft decentralisation policy that informed a framework for regional service delivery, thus ensuring the attainment of a model of governance which is characterised by a more efficient, accountable and responsive public service. The draft policy was reviewed and taken forward by the Cabinet Office to form the basis of a submission to the Jamaica Cabinet.
Justice Sector Reform, Guyana
This reform programme aimed to address the serious challenges that faced the Guyana’s justice sector institutions. The Government of Guyana made it a clear policy priority to ensure that all the people of Guyana are served by an independent and effective justice system. (more…)
Design and Implementation of the Modernisation Plans for the Ministry of Education, Jamaica
The Government of Jamaica is undergoing a broad process of modernisation, managed by the Public Sector Reform Unit in the Cabinet Office. As part of this modernisation, various key government ministries are being transformed into stronger policy making and monitoring bodies. (more…)
