Water and Sanitation Sector Performance Reporting in Malawi

Improving the Alignment of Research Council-funded Research with Policy needs for England’s Natural Environment

Review of the Production of River Basin Management Plans

Delta conducted an independent review of the creation of the first River Basin Management Plans (RBMPs) for the Environment Agency in England and Wales in order to inform their implementation and future revision for cycles 2 and 3. The review focused on the ‘plan creation’ stage of cycle 1 which started in April 2006 and included establishing monitoring programmes, classification and objective setting, measures identification and appraisal, and production of the RBMPs.  The review covered aspects of organisation and leadership workload, quality of work and communications.


Strengthening of Performance Reporting Capability in the Water and Sanitation Sector, Uganda

The World Bank Water and Sanitation Programme provides a broad range of research and advisory services to government and non government organisations around the world.  Delta partnership worked in Uganda on the development of water and sanitation sector performance reporting from 2003 to 2006. In this period Delta led a team of consultants who produced each annual report of water and sanitation service delivery for the whole country. (more…)


Strengthening Financial Management within the Water and Sanitation Sector, Ethiopia

The European Union Water Initiative (EUWI) task force held a successful Multi-Stakeholder Forum in October 2006 to review water and sanitation sector constraints and opportunities, including finance, and to move towards a programme-based approach including joint annual sector reviews. Delta was involved in the review of the financial management of the donor funding.   (more…)


Waste Minimisation and Recycling Fund Monitoring and Evaluation system

Delta Partnership was contracted by the Department for environment, food, and rural affairs (DEFRA) to help strengthen systems for the monitoring and evaluation (M&E) of the Waste Minimisation and Recycling Fund (WMRF). The WMRF has spent £140m and has supported over 250 waste projects in local authorities (LAs) all over England during the financial years 2002/03 and 2003/04. The aims of this consultancy work was to provide a system to ensure that projects are effectively supported, reasons for project successes are identified, good practice disseminated and lessons are learned for improving future waste management policy and resource allocation decisions.


Cost Effective tools for Managing the SCP Evidence Base

Sustainable Consumption and Production is a complex area of policy requiring new approaches to managing the evidence base. This project developed and applied new tools for scoping, assembling, procuring and interpreting evidence for policy. The tools can be implemented over various parts of the SCP programme to develop and make use of a better policy evidence base.


Strengthening of Policy Monitoring and Evaluation for the Department for Environment, Food, and Rural Affairs (DEFRA)

The senior management team of Defra stated that better policy monitoring and evaluation (M&E) is one of the key challenges facing the Department over the next few years. As a first step towards addressing this, the Central Analytical Directorate commissioned a piece of work that would review current practices within Defra and other government departments (OGDs) and then develop a capacity building plan for better policy M&E in the future. Water Sector Development Project, China

Poverty reduction through equitable and sustainable use of water resources is the goal of the project, to be achieved through increasing the potential for ensuring sustainable access and use of water resources, particularly for poor people.  The team conducted an Output to Purpose Review for the Programme, including establishing whether the outputs set out in the logical framework are successfully achieving the purpose. The project commenced in March 2001 and was implemented by the Ministry of Water Resources.
